Pelias is built to have minimal dependencies. Currently all you need is node.js and Elasticsearch.
As for response times, it's difficult to say how response time will change once all your private data has been indexed. It will be a function of the amount of data and the density of data at any given location. With that said, Pelias is still in Beta and hasn't been tuned for performance just yet.
