The full OSM database is available at http://planet.openstreetmap.org/ but extracting addresses from that is not a trivial process; you might want to look at the Nominatim software (see wiki.openstreetmap.org/wiki/Nominatim) which implements an Open Source geocoder based on OSM. There are other, similar products but Nominatim is the one used on openstreetmap.org.
