I mostly run it to test releases but others use it for development. If it breaks it gets fixed when I notice or somebody opens an issue or sends a PR. They are both operational but the github bug tracker is preferred. The trac mostly still exists so that OSM mappers can report bugs even if they do not have (and do not want to create) the Github account.
