Comment:
Both buildings are found, but as a last step one gets removed as
duplicate. You can switch off that behavior by adding &dedupe=0
Example:
http://nominatim.openstreetmap.org/search.php?q=Pepleri+21%2C+Tartu&dedupe=0
Duplicates are removed when their name, OSM type and admin level are the
same. The less important result gets removed but for these two buildings
the importance score would be the same so which one gets removed can be
random.
