OpenStreetMap has Nominatim service for geocoding:

NOminatim is run on OpeStreetMap Foundation hardware and resources are
limited so Nominatim usage policy aplies here:

Good news is that there is Nominatim source code and it can be installed
on your infrastructure where you dictate usage policy:
