Hi Brooks, the installation instructions in the github repo are meant for master only. Installation instructions for the release can be found at http://nominatim.org/release-docs/latest/Installation This really should be mentioned in the README. I will fix that as soon as I find a minute. (Thinking of it, the release tarball might also contain the wrong docs. I will look into that, too.)
As for the state of master: usually that is what is running on nominatim.osm.org and as such it is always in a usuable state. Still, it is the version where development happens and it is unavoidable that new bugs sneak into that version. So for a truely stable installation, releases are still the recommended way to go.
