OSM doesn't have the data to provide any meaningful geocoding on oceans. So, Nominatim would have to resort to other data here. There is an issue open for this https://github.com/osm-search/Nominatim/issues/510 but nothing is planned to do about it in the near or intermediate future. There also was the request to get a geocoding for 'the point on the nearest shore' but I can't find it anymore. Something like this would likely need Overpass.
