Mike - It appears "napkin" feasible to freeze the oil leak with 100 - 500 kg per minute of liquid nitrogen.  That would involve a few tanker trucks of liquid nitrogen, a lot of hose,and attaching nitrogen release pipes to the existing pipe.
 
If we cannot round up enough liquid nitrogen, liquid natural gas might work, but would require collecting and flaring the warmed up natural gas.
 
Background - Innocentive.com and others are running a "no prize" challenge for suggestions on plugging the British Petroleum oil leak at about 1,500 meters deep in the Gulf of Mexico.
