Make REST security user configurable

It would be nice if GEOSERVER_DATA_DIR/security/services.properties could also
contain lines such as:
/path/to/my/rest/resource:METHOD1,METHOD2,...=ROLE1,ROLE2,...
so that REST services security could be easily customized by the user. Having
to go into the main jar, unpack, change, repack is quite long, boring ;)
