SLD Inline Feature Request doesn't work in a JUnit test

The attached JUnit test gets an empty response in the testing environment. If
I run GeoServer normally and use
curl -T SLDWithInlineFeature.xml -XPOST http://localhost:8080/geoserver/ows |
display -
I get the expected JPEG image, so something is not being properly mocked up for
tests. I've been banging my head against this one for a while so I'm going to
move on to something else, but ticket the issue so we don't forget about it.
Assigning to Justin as I suspect this is in his area of expertise.
