Improve GeoServer web2 main menu

We suggest a reorganisation of the items in the tree according to the
suggestion in the screenshot.
The menu should be made up of categories and links, with some links able to
stand at the top level. This should be completely open, so that people can plug
in and extend the menu with new categories.
Also, a way to expand/collapse the categories should be provided.
