Persistence screen should have status bars & restart times for all active
services.
This page currently displays the correct restart time information for
GeoServer, but needs to pull the correct information for all active services.
Additionally, the status bar for GeoServer is placeholder - the percentage
value needs to reflect service health. See also GEOS-2090, which is a request
for the status bar functionality in the sidebar.
