Style Editor toggle should appear above the editor, as well as not be a checkbox

Having the editor toggle at the bottom of this page hides the option from users
until after they scroll down.
Additionally, the checkbox producing immediate interface change is inconsistent
with patterns we're using elsewhere - it feels like this could best be handled
as tabs (perhaps [Raw Data] / [Editor]?)
