It seems at some point the GetMapProducer's {{outputFormat}} property was
superseded by the {{contentType}} property, both refer to the MIME type the map
producer creates contents in.
Remove the {{outputFormat}} one in favor of {{contentType}}, its only being
used on a GetLegendGraphic unit test though
