SDE Raster issue - Some layers not drawing properly at different zoom levels

Here's an example - the initial view of the datalayer has the bottom right cut 
off.
(I assume the black will become white once

This is also seen with IMG_USGSQUADM on arcy. 

Then, if we zoom in one "level" on the OpenLayers toolbar, some bits disappear. 
 (see screenshot img_coq2001_zoomin.jpg)

For the arcy IMG_USGSQUADM example, the lower right (for example, Nantucket) 
does draw, but only at more zoomed in scales.
