Up until the resource/publishing split is done, it's better to have
LayerInfo.name == ResourceInfo.name,
This is to avoid getting inconsistencies between services that have been
modified to use LayerInfo (WMS) and services that have been modified to use
FeatureTypeInfo/CoverageInfo.
