move metadata on layer edit page to separate tab

Currently the abstract, keywords, and metadats links are the first thing on the
layer edit page. This stuff usually gets set once (if at all) and then
forgotten about. Making it most prominent on the page makes it hard to follow.
Move the above fields to a separate tab called "Metadata".
