Add back the ability to reload the catalog from disk

This has been asked a few times already.
The need is two fold:
- to force datastores refresh (data stores might be caching some information)
- to reload changes that the user performed directly on the configuration files
There are also other caches in GS, like the external graphic one, that could be
wiped out on such reload event (can we make this pluggable btw?)
Both the UI and the REST configuration should expose such reload function
