GeoServerUserDao depends on GeoServer which depends on the catalog, which is
the secure catalog, which in turn depends on the security manage, which uses
the user dao.
In a normal startup this does not show but when adding extra bits in the spring
configuration (in this case, the ftp server module) it becomes evident.
The loop can be broken by having the dao grab GeoSEver using
GeoServerExtensions when the first authentication is actually required.
