Can't upload SLDs through RESTConfig if they contain relative image URLs

If I attempt to upload an SLD through RESTConfig which contains a relative
image URL, then I get an error message indicating that "SOMEONE CODED THE XLINK
NAMESPACE WRONG!!". It would be handy to avoid needing to resolve URLs in the
auto-configuration tool I am writing (so that it doesn't require "GeoServer
data dir" AND "GeoServer base url" as configuration options, and so that the
datadirs it generates can be portable.)
