The pom.xml (GeoServer/maven/config/pom.xml) specify the version 2.1 for
maven-plugin-tools-ant but not for maven-plugin-plugin. Maven get the last
version of maven-plugin-plugin which do not work with version 2.1 of
maven-plugin-tools-ant
