Add a WEB-UI extension point to contribute LayerGroup configuration panels

It is possible for external modules to contribute configuration items for a
{{LayerInfo}} through {{LayerConfigurationPanel}}, but it is not possible to do
the same for a {{LayerGroupInfo}}.
Add a new {{LayerGroupConfigurationPanel}} extension point for
{{LayerGroupNew/EditPage}} for that purpose.
NOTE: immediate use case here is adding a checkbox to enable geosearch indexing
for layer groups just like for regular layers.
