Downloading zip file using /rest/workspaces/<ws>/datastores/<ds>/file.shp
doesn't work after GeoServer reload

I am able to upload the zip file containing shape files using REST with the url
/rest/workspaces/<ws>/datastores/<ds>/file.shp
The download also works fine with the same url until the GeoServer is reloaded.
Once the GeoServer is reloaded, the download of zip file using REST with the
url /rest/workspaces/<ws>/datastores/<ds>/file.shp doesn't work. I need to
upload the zip file again to make it work.
This issue could be similar to GEOS-4425.
