Build failure in web and wcs1_1 caused by stale gt-temporal dependency

gt-temporal was merged into gt-main (and other core libraries). It no longer
exists. GeoServer web and wcs1_1 modules still depended on it. I noticed this
when I purged by local maven repo of GeoTools artifacts and built GeoTools and
the GeoServer offline: the build failed because of the missing dependency. We
have been shipping this stale chunk of code; the implementation that gets run
is a classpath lucky dip that could cause inexplicable runtime failures.
The solution is remove the stale gt-temporal dependency. Test build underway.
