NewLayerPage : Message Containers are not correctly updated if switching data
stores back and force

If the user switches between different data stores in the NewLayerPage the
messages below will not be updated correctly. Steps to reproduce:
* Layer link on the left -> NewLayerPage
* Choose a data store
* Choose a jdbc data store or a WMS data store (cascading WMS)
* Choose an other kind of data store than before
Messages and action links will be shown for both, the last and the current data
store
