I do not have ArcMap so can't tell. But does it support WMS-C? and if so, have you configured the layer to be WMS-C? it looks like it is requesting an image of inappropriate dimensions so I gut feeling is it either doesn't support WMS-C but just WMS, or the layer hasn't been configured as a tiled one. somehow.
