The spec has the writer name on the cover... oddly enough, it seems this
spec was made
by a single person/company alone (first of the kind I see regarding OGC

Thought as much. Still thinking of ways to make the "layer in the root"
behavior
sort of pluggable, so that it's not there unless the EO extensions are
activated.
Maybe rolling a "layer group unpacker" extension, so that the current code
expanding the layer group into its components can be made pluggable and
overridable, and keep this "EO root" in the layer group's metadata map.
