Just an update on this.
I made some progress on this today. Switched the gml 3 and 32 output
formats to use only xml machinery provided by geotools. Looks to be working
however as you can imagine there is still some subtle logic stuck in the
bindings currently in GeoServer, so just working through that. But at the
point where i am running test cases and fixing issues as i find them.
