Issue Type: Improvement Improvement

Description:

I have some layers which contain sparse data (such as road names..). For some zoom levels, many tiles contain no data at all resulting in empty white tiles.
It seems like a waste of disk space and also the client renders those tiles (with alpha blending) for nothing...

Since i have configured those tiles with png8 format, the client could look at the palette and figure out that there is only one transparent color and reject the tile. But there is still the transfer from server to client and also the disk space in geowebcache

Is there anything that can be done on geoserver and geowebcache side to improve this ?
