Top left of the GeoServer Jira page says:
To create a new issue you must be logged in. If you do not have a login then
create one at <http://xircles.codehaus.org/signup/> xircles.codehaus.org, then
come back here and log-in. Once you are logged in there should be a link at the
top of the page to 'CREATE NEW ISSUE'. You will also be able to comment on and
watch individual issues.
