I agree Github is not as comprehensive as JIRA, but I do think it's doable.
For things like attachments, etc... I think gists can fill some of that
void. I think just the shear convenience of having the issue tracker hosted
by github, plus having it "close to the code" make it the option to go with
in my mind. Could always try it and see how it goes, and if it really
doesn't end up working start to look at something else. But I don't have
any strong opinion. Just my $0.02.
