The Oracle license states that it is not permitted to redistribute the ojdbc jar by itself, but explicitly permitted to redistribute bundled with software that uses it (and the GeoServer oracle plugin would seem to meet this criterion).
However, we cannot comply with the export control provisions of the license (silly Oracle overreach as they are applying specific US rules on (e.g.) cryptography to *all* their software): http://www.oracle.com/technetwork/licenses/distribution-license-152002.html Redistribution is fine, export controls are not, +1 to drop.
