Here's what happened with GeoMesa, EPSG, and hsqldb...
For simplicity, we've by and large restricted our early attention to
EPSG:4326. For GeoMesa, we tried out gt-epsg-hsql* and gt-epsg-wkt. At
the moment, we boldly depend on neither. Ingest code and the code
distributed to Accumulo servers hasn't needed the EPSG database.
Otherwise, when deployed with GeoServer, an appropriate database is
available.
As we entered the Eclipse CQ for gt-epsg-hsql, we must have listed
hsqldb as a transitive dependency. Finding version 2.3.0 in Ipzilla
(https://dev.eclipse.org/ipzilla/show_bug.cgi?id=8727), we piggy-backed
on it.
As a note, we did manage the transitive dependency on hsqldb in our
pom. We did not run into any problems doing that. (No promises Tyler,
but specifying the hsqldb version in GeoGig's pom may be sufficient.)
Anyhow, it looks like GeoMesa can remove hsqldb from our dependencies
management...

I'm sure there will be others, but we're still waiting on the IP team.
