I'm wondering if these 2 words refer to a "mathematical" point of view or a "visual" point of view. I mean... a resolution of 1 m is "better" than a resolution of 30 meter, however, from a mathematical point of view, 1 m is "lower" than 30 m.
Since it is referring to overviews, probably they are referring to the "visual" aspect so you are right in my opinion. my 2 cents.
