not sure what it was about either... I guess that error could have happened
in case
of a HTTP 403 with no xml document going with it, but not sure why and how
that could have happened, the dao code seems to be keeping the rules in
memory
anyways (e.g., it should not be late in noticing a change of rules on the
file system because
they are also kept in memory)
