Cite tests are now fixed <https://github.com/geoserver/geoserver-cite-tools/commit/6d631fd9b845482c3c9815d4a6f154b08cd5881a>, turned out to be some schemas pointing at a decomissioned server.
As for the still disabled WFS 1.1 tests, the issue was that the tests would complete successfully, but never exit, leading to the jenkins job hanging indefinitely: https://github.com/opengeospatial/ets-wfs11/issues/77 . I believe it initially came up during the migration off of ares.
