Hi Jody,
I looked around and tracked back the issue to a change in the GeoServer
build occurred during the JDK11 sprint.
The build was picking the GeoTools revision from gt-api, but that
disappeared during the sprint, causing build
failures in GeoServer. The lines in question got removed, probably a well
meant "let's fix it now and understand
it later" but the actual fix did not occur.
I've modified the GeoServer build to depend on gt-main now:

I've run a nightly and queued the CITE tests, hopefully they will come up
with the revision numbers,
but if not, you have a starting point where to look
