Log4j upgrade proposal

GSIP-167 quote expired last friday, Feb 11th. Goal was to start work in
time for 2.21-RC.

initial: 75% of funds raised to a maximum of €5000 Feb 11, to allow time to
complete upgrade for 2.21-RC

updated: 75% of funds raised to a maximum of €5000 Feb 18, may delay 2.21-RC

Feedback from geoserver-devel – what to cull…

Andrea checked internally about the community modules we had some relation
with:

   gwc-distributed: still alive? > Can be eliminated.


   -

   rest-upload: ask in GeoSolutions > Same here, can go


   -

   wms-eo: still active? check in GeoSolutions > Still seeing a bit of usage,
   to be revisited next time we look at community modules cleanup


Would really like to see supported extensions with active tests:

   -

   app-schema: build server online tests disabled, run locally for geoserver
   -

   jdbc-hana: contact for a github action or something …
