For example there are: * many hard coded occurrences * multiple constant declarations in various plugin modules * duplicate functionality for deriving a CRS URI from a given GeoTools-CRS instance * … To resolve this I propose a centralized CRSUtils within the ogcapi-core module, which would hold the OGCAPI CRS URI constants and related functionality. I will provide a PR in the near future.
