I did some tests that indicate that the problem was introduced after upgrading from 2.21.1 to 2.21.2.” After upgrading to 2.21.3 I had problems, and then reverting back to 2.20.5 and 2.21.1 fixed the issue. Looking at the geofence-server.properties file I noticed that when I save settings, they are written to properties file, but after restart they are not applied.
