you can use the Data Interoperability extension for arcgis.
No. You do not have to pay for it to use some limited features:
1. read wfs services and treat them as layers
2. read gml format.

I have instructions for using DIOE but they're written in Spanish.

Nevertheless, our Arcgis version (9.3) is in English, so you can follow it from 
the screenshots.

Hello,
I am trying to determine if it is possible to serve layers from geoserver
into an ArcView 10 project. If so how would I go about doing it? We are
currently using 9.2 and are trying to determine if it is worth upgrading to
the newest version of ArcView.

Currently using geoserver we serve multiple KML layers to ArcGIS Explorer.
However, since this program has limited functionality in terms of creating
maps we would prefer to use ArcView.
