OpenLayers can indeed use POST requests for each tile in a map:
http://dev.openlayers.org/docs/files/OpenLayers/Layer/WMS/Post-js.html

This feature was developed specifically to allow larger SLDs in GetMap
requests so it should work well for this use case.  Here's an example of it
in use: http://openlayers.org/dev/examples/wms-long-url.html
