Sounds like you may be trying to rendering just too much in one request. 20
layers is quite a bit and requires a good chunk of memory depending on the
styling for the layers, etc...

My guess it that you are making this request a few times in parallel and the
memory that geoserver has to allocate is just too much. That or perhaps some
of the layers/styles are poorly configured and it is taking too long to
render individual layers.

Regardless I would checkout the wms limits [1] feature which allows you to
set limits on wms requests to avoid a client overwhelming the server and
grinding it to a halt. Which sounds like exactly what is happening here.

Also applicable is the control flow extension [2] that allows you to control
how many requests of a particular service/operation are handled in parallel.
So that if you do need to do big rendering jobs you can constrain requests
so that only a handful are done in parallel.
