The Eckert IV project was added only on the 2.1.x series, so you won't find it in 2.0.3 (no new development happened on 2.0.x in months). 2.1-RC2 also does not contain Eckert IV because it was released Feb 21, whilst the Eckert IV projection support was added around Marth 7. So the first release to contain support for that projection will be 2.1-RC3, which should be out in a matter of days.
