It is possible, most of the values in a SLD accept a generic expression, that
includes, among others, a <ogc:PropertyName>. A full read of the SLD 1.0 and
Filter 1.0 specification is recommended.

In your specific case the expression would be something like:

<Rotation><ogc:PropertyName>BEARING</ogc:PropertyName></Rotation>
