An install with over a thousand layer is not uncommon. I know of a private
one with more than 160.000.

The main issue with many layers is that the startup time of GeoServer takes
a long time. The secondary issue is that the metadata of all layers and
stores
and whatnot is kept in memory, so it's not really possible to scale up to
millions of layers as of now.
