The SLD cookbook in the GeoServer manual has some examples that can help.
Ther e is not one style that behaves quite like the map you linked to, but
you can combine the techniques demonstrated in the "Attribute-based point"
and "Zoom-based point" sections to achieve it.
The Attribute example is here:

and the Zoom one follows immediately after it.
