We use Geoserver for a Government Agency that also requires Section 508
compliance. Like Andrea said, web mapping applications usually have less
restrictions based on their visual nature. On the UI you have to take some
steps, like provide alternative content in the form of tables or lists so
that screen readers can pick them up. But this is pretty much true for any
GIS server technology, accessibility of the applications built on top of it
will depend on what you do on the UI.
