Did you got the zip archive or did you install it through the windows
installer?
Finally, are you on the same machine and are you using the same set of libs
which have been previously used on 1.7.7?
On Windows, the GDAL ECW driver is usually provided as a plugin.
If you say that gdalinfo reports ECW available whilst geoserver doesn't find
it, it could be that the GeoServer is using a different set of environment
variables when running. Could you try to make sure if there is a
GDAL_DRIVER_PATH env variable linking to the ECW SDK DLLs and geoserver is
using it?
