The 'reproject native to declared' option only relates to the "native" and
"declared" projection fields in the layer configuration page.  When you make
a WMS request, there is a third projection in play - the one that you
reference in your request's SRS= parameter.

If GeoServer detects the proper SRID for your data, then on-the-fly
reprojection should work fine.  If it doesn't, you should use 'force
declared' and not 'reproject native to declared'.  AFAIK there is not much
need for the 'reproject native to declared' option unless you want to
advertise the default projection of some data as a different one from its
actual native projection.
